The use of Cyber Security Culture (CSC) champions, who are closer to users, can prove valuable in increasing the understanding of the concept among users.
The CSC champions can then influence other users to adopt cyber-secure behaviours. Using this approach may work better in fostering CSC among users because of the relationship and proximity of the CSC champions to other colleagues.
The use of CSC champions could be more impactful than having instructions come from an IT team located further away or remotely. Of course, the CSC champions should work with the IT team to foster CSC in their organisation.
